The Calgary Environmental Network (CEN) invites you to a presentation on April 5, 2017 entitled  “An Overview of Liability Management at the Alberta Energy Regulator”  by Darlene Howat, Alberta Energy Regulator.


This presentation will focus on the role of the Alberta Energy Regulator’s Closure and Liability Branch in the liability management of oil and gas wells.  The Branch is responsible for the Licensee Liability Rating (LLR) Program, well licence transfers, and the process of orphaning wells.  The AER’s role in administering the OWA levy will also be discussed.


Darlene Howat, MSc, PAg - Darlene is a Senior Advisor in the Closure and Liability Branch at the Alberta Energy Regulator, providing guidance on contaminated sites, liability management, reclamation, policies and legislation.  Prior to joining the AER, she was the AIA’s Professional Practice Director, Registration Committee Chair and Complaints Director.  During the 12 years she was at Alberta Environment, she developed regulations, programs and policies for the upstream oil and gas industry, mainly related to remediation and reclamation. In her role at AENV as Remediation and Reclamation Manager, she led a team of professionals developing regulations and policies.  She has worked extensively with stakeholders, including CAPP, landowners affected by upstream oil and gas activities, and other GoA departments and organizations.

Darlene has a M.Sc. in Land Reclamation and Remediation from the University of Alberta and a diploma in Business Administration, majoring in Marketing, from the Northern Alberta Institute of Technology in Edmonton , Alberta .
